[Bio]
Chung-Liang Chang received his B.S. degree in Industrial Education from National Taiwan Normal University, Taipei, Taiwan, in 1998. He earned both his M.S. and Ph.D. degrees in Electrical Engineering from National Cheng Kung University, Tainan, Taiwan, in 2004 and 2008, respectively. In 2009, he served as a part-time lecturer in the Department of Avionics Electronics Engineering at the Air Force Institute of Technology, Taiwan. Since August 2009, he has been with the Department of Biomechatronics Engineering at National Pingtung University of Science and Technology, where he is currently a Distinguished Professor. Dr. Chang is an experienced academic with over 15 years of teaching and research in Smart Agricultural Technology. He specializes in Robotics, Guidance, Navigation, and Control, with a proven track record of securing research grants and publishing in top-tier journals.
From 2012 to 2015, Dr. Chang led an industry-university cooperative research project funded by the Ministry of Science and Technology (MOST), focusing on greenhouse engineering and related technologies, such as LED lighting in horticulture, IoT-based environmental control, and plant response evaluation and monitoring. Several successful technology transfers were completed as part of this project. He currently serves as the convener of the Intelligent Agriculture Production Technology Alliance at National Pingtung University of Science and Technology. Since 2013, Dr. Chang has consistently received the Outstanding Talent Subsidy from National Pingtung University of Science and Technology (NPUST), awarded through the National Science and Technology Council (NSTC) Program for Rewarding Outstanding Talents. In 2017, he was honored with the ‘Agricultural Machinery Achievement Award’ by the China Agricultural Machinery Association. In 2020, he was recognized as the ‘Teacher with Outstanding Performance in Technology Transfer’ by NPUST.
From 2015 to 2017, Dr. Chang served as the principal investigator of an industry-academia alliance project funded by the National Science Council and as the convener of the Intelligent Agriculture Production Technology Alliance. He received 4,909,000 NTD in research and technology promotion funding. Dr. Chang organized various activities to promote smart agriculture, fostering knowledge at the grassroots level and achieving the operational objectives of the alliance. Additionally, he led the alliance team in participating in numerous international exhibitions and competitions, where they won several gold and silver medals. These activities helped enhance the team’s research capabilities and increase the visibility of their technologies. Dr. Chang continues to serve as the lead of the Intelligent Agriculture Production Technology Alliance, where he remains committed to advancing bio-mechatronics technologies in various applications across agriculture, forestry, fisheries, and livestock.
From 2017 to 2020, Dr. Chang served as a co-lead researcher of a multi-year project funded by the Ministry of Agriculture (Research Topic: Research and Development of an Intelligent Bio-sensing Platform and Its Agricultural Applications). The research team included scholars from National Taiwan University, National Chung Hsing University, National Ilan University, and National Chiayi University, specializing in bio-mechatronics. Dr. Chang was awarded 4,500,000 NTD in research funding for the subproject. He led the research project ‘Technical Testing and Performance Verification on the Intelligent Management Platform for Crop Cultivation.’ The technological developments resulted in multiple technology transfers, several invention patents, and publications in prominent international journals in the fields of agriculture and interdisciplinary engineering, as well as presentations at related international and regional academic conferences. The research achievements were recognized with the National Agricultural Science Award in 2019.
From 2018 to 2020, Dr. Chang served as the lead researcher of a multi-year integrated project funded by the NSTC (Research Topic: Design of an AI Farm Machine and Its Implementation of an Intelligent Platform with Data Mining and Information Decision Techniques). The research team was composed of members from various academic fields, with a total funding of 13,800,000 NTD. Through the execution of this project, the professional skills of over 50 current students in the department were significantly enhanced. Additionally, various outreach activities and competitions helped to expand the influence of the project, benefiting over 40 interdisciplinary students.
He serves on the editorial boards and as a special issue editor for several publications. He has chaired sessions and been a Technical Program Committee (TPC) member at numerous conferences. Additionally, he has reviewed for several top-tier journals and both international and domestic conferences.
He is a Senior Member of IEEE (USA, since 2012) and a member of the Institute of Navigation (ION), ASABE, ASHS, TIBM, CIAM, and TAIROA. He was previously a member of the IEICE Communications Society (until 2019) and the Chinese Institute of Engineers (CIE, until 2021). Additionally, he is a life member of the Chinese Automation Control Society (CACS), Taiwan Fuzzy System Association (TFSA), the Robotics Society of Taiwan, and the Chinese Institute of Automation Engineers (CIAE). His main research interests include intelligent navigation and satellite positioning, mobile agricultural robot control, plant factory technology, and modern GNSS receiver design.
